My Lord,

With reference to Your Lordship's

Circular Despatch of the 15th. of August, which I regret

has remained so long unanswered, on the subject of Mechanic-

-al Transport other than Railways for the conveyance of

passengers and goods, I have the honour to report that

with the exception of Electric and Funicular Tramways for

the conveyance of passengers only, no mechanical transport

has been tried on the Island of Hongkong..

The only practicable roads for

traction engines or motors in the Island are the metalled

roads from Victoria to Aberdeen and Shaukiwan and the two

latter places are so favourably situated for transport by

water that there is little likelihood of mechanical trans-

-port by land competing with transport by water. I should

like to see motor transport supersede the existing haulage
